Housing Volunteer Opportunities

VLN’s Housing Program connects volunteer lawyers with low income Minnesotans who need legal support to get or remain in safe, stable housing. Whether you have a couple of hours or are looking to take on a full case, there are flexible ways to get involved and make a meaningful impact. We offer a range of opportunities, from brief advice to full representation, depending on your availability and interest.


Phone Advice

Make a real difference in just a couple of hours by helping several clients with their housing concerns. You will talk with clients about landlord tenant issues, answer questions, and help identify cases that may need full representation. Before each shift, you will receive a brief summary of the clients you will be speaking with.

  • Time Commitment: 2-hour shift
  • Level of Service: Advice only
  • Experience required? No experience required. Training and support are provided.

Court Clinics: Remote or In-Person

Spend a few hours assisting tenants who are facing eviction or preparing for a rent escrow hearing, and occasionally landlords who share their home with a tenant. You might help negotiate a settlement, prepare documents, or make a brief court appearance, often on the day of a tenant’s hearing. Anoka and Ramsey clinics are via Zoom. Hennepin is in person at the courthouse.

  • Time Commitment: Approximately a 4 hour shift, Monday through Thursday, morning or afternoon
  • Level of Service: Advice and limited services, with the option to take cases for extended or full representation
  • Experience required? No experience required. New volunteers begin by shadowing a shift.

Help clients get a fresh start by clearing past eviction records and improving their ability to access stable housing. VLN screens these cases before placement.

Reasonable Accommodations as a Defense to Eviction: No Credit Available (March 2021)
Federal and state fair housing laws protect tenants with disabilities from discrimination, including evictions when the landlord fails to reasonably accommodate the tenant’s disabilities. Retaliation Defense (February 2020)
When a landlord attempts to end a tenancy or raise a tenant’s rent because the tenant has sought to exercise the tenant’s rights protected by law, the tenant has certain remedies in court.  This practice tip discusses the tenant’s remedies when retaliation is an issue.

VLN administers a Habitability Fund which assists tenants who are unable to make court ordered escrow payments in order to pursue their legal claims. The fund is a revolving fund, so any money received back from the litigation must first be used to refund the Fund.

To use the funds, a tenant must:

  1. Be represented by a CMLS, MMLA, SMRLS, ARS, or VLN attorney;
  2. Have a housing court claim in Hennepin, Ramsey or Anoka county, and be unable to pursue it because of a court required escrow payment.
  3. Complete a Habitability Fund Application and Addendum to the Representation Agreement.
  4. Funds are not guaranteed until the application has been approved by VLN.

One source of deeply affordable housing in Minnesota is manufactured home parks. According to All Parks Alliance for Change, there are almost 180,000 people in Minnesota who live in manufactured home parks and 80% of those people are low- to very-low income. Therefore, it’s important to understand the special protections in place to assist individuals living in manufactured homes from being evicted. Tenant Organizing: Minn. Stat. 504B.212 (April 2025)
Learn about Minnesota tenants’ legal right to organize under Minn. Stat. §504B.212. This PDF covers what tenant associations are allowed to do, what landlords are required to allow, and protections against retaliation.

211 – Greater Twin Cities United Way
Calling 211 is one of the fastest ways for clients to find social services anywhere in Minnesota. Through 211, clients can access a wide range of support, including emergency shelter, food shelves, mental health referrals, substance use treatment, and rental or financial assistance programs. 211 is available 24/7, free, and confidential. Clients can also search for services online at 211unitedway.org.

Housing Link – Beyond Backgrounds Program
Housing Link helps clients facing barriers such as prior evictions, criminal history, or credit issues connect with available rental housing. This program provides guidance and resources to navigate these challenges. Visit them online at housinglink.org.

Anoka County Housing Resource Line
Clients living in Anoka County can call (763) 324-1215 for housing resources, including emergency housing support, rental assistance programs, and other local services.

County Rental Assistance Programs

988 – Suicide & Crisis Lifeline
If a client is experiencing a mental health crisis or contemplating suicide, calling 988 provides immediate, confidential support. The Lifeline is available 24/7 and also offers text and chat options, as well as relay services for individuals who are deaf or hard of hearing. More information is available at 988lifeline.org.

311 – City of Minneapolis Non-Emergency Help Line
For non-emergency city concerns—like health code violations, abandoned vehicles, noise complaints, or navigating city processes such as rental inspections, landlord license checks, or licensing a pet—clients can call 311. Calls must be made from within Minneapolis or from a carrier that identifies the number as in the city. The service is available 24/7 and can also be accessed via text or email.
